City Council to Hold Hearing on CDBG Action Plan

The San Marcos City Council will hold a public hearing in the Council Chambers at City Hall, 630 E. Hopkins, at 7 p.m. on Tuesday, May 3 to accept citizen comments on the 2016 Community Development Block Grant (CDBG) Action Plan.

 

 

The hearing will be part of the regular City Council meeting agenda. This CDBG Action Plan is separate from the action plan the City is developing for the anticipated $25 million federal flood recovery grant announced earlier this year.

 

 

“This public hearing is part of our annual process for the City’s regular CDBG program – not to be confused with the Disaster Recovery funds that will be coming to the City later this year. A separate Action Plan will be prepared for those funds,” said Janis Hendrix, Community Initiatives Administrator. “The City accepted applications earlier this year and received 11 funding applications.  As often happens, the amount requested exceeds the amount available to award – the total requested, including funds request for program administration, amounts to $1,225,730.”

 

 

The City will be awarded $525,164 in CDBG grant funds for program year 2016, which starts on Oct. 1, 2016.  These funds will be used to support programs and projects that address an identified priority need and that primarily benefit low-to-moderate-income persons in San Marcos.

 

 

No action will be taken by Council at the close of the public hearing.  Council will begin reviewing the applications on May 17, with the award of projects to be included in the 2016 Action plan to either occur on that night or at a subsequent meeting.

 

 

Once the award is made, City CDBG staff will write the Action Plan which will be available for public review for a period of 30 days before it is submitted to HUD.  The deadline for HUD to receive the Action Plan is August 15.

 

 

The Action Plan is a document that outlines projects proposed for funding and provides details on who will benefit from the proposed projects. The Action Plan will include an executive summary, an analysis of housing needs, specific objectives, and will address housing, homelessness, and non-homeless special needs.
