Construction on The Brick and Mortar District has started in Kyle

KYLE, TEXAS — Momark Development, the City of Kyle, and Cardinal MF, LLC has started construction on the first phase of The Brick and Mortar District with plans to deliver hundreds of homes, the first of many retail and restaurant spaces, and two signature public parks by early next year.

Formerly known as Uptown, the 138-acre pedestrian-oriented, mixed-use urban village within the Plum Creek master planned community will become a regional economic, residential and recreational hub with approximately 2,500 homes, 150,000 square feet of retail, 250,000 square feet of office space, and 35 acres of parkland and trails when completed.

The start of construction marks the culmination of more than 20 years of public and private planning and investment aimed at ensuring that Kyle grows in a way that fosters economic development, community connections, and a unique identity within the Central Texas region.

“The Brick and Mortar District reflects our residents’ desire for balanced growth and our willingness to play an active role to ensure that new development helps us meet our long-term goals and needs as a community,” said City of Kyle Mayor Travis Mitchell. “The City of Kyle and Momark are working hand-in-hand to deliver a unique place with profound public amenities that will draw residents, employers, and visitors from South Austin to North San Antonio.”

“The Brick and Mortar” name connotes the District’s role as a place that brings people together in person, with a physical environment carefully designed to encourage social interactions, offer unique experiences, and promote health and well-being.

“People want to connect physically and socially with their communities, and we want to design spaces that facilitate those connections,” said Momark President Terry Mitchell. “The Brick and Mortar District will allow people to live more affordably in the center of everything, with shops, restaurants, workplaces, and world-class parks just a short walk away.”

Comprised of 21-acres, the first phase of The Brick and Mortar District will include:

  • The Brick and Mortar Apartments — Austin-based Momark and San Antonio-based Cardinal MF will partner to develop the first mixed-use buildings featuring 300 apartments with 7,000 square feet of ground-floor retail, restaurant, and co-working space; as well as two resort-style pools and an 8,000-square foot wellness and fitness center.
  • Heroes Memorial Park— Dedicated to military service members, veterans, and first responders, the 5-acre memorial park will include a large pond and pedestrian boardwalk, a memorial garden, an activity lawn, water features, and educational installments.
  • La Verde at The Brick and Mortar District — The 1.6-acre park is at the heart of the District and is adjacent to the apartments and the District’s main retail street. La Verde will feature an event lawn for gatherings of up to 2,200 people, performance pavilion, market spaces, interactive water features, volleyball court, dog run, and a one-of-a-kind playground.
  • Cultural Trail — Lined with artwork by local artists and information about Kyle’s history, the shaded 1,200-linear-foot pedestrian and bike trail eventually will connect the Heroes Memorial, La Verde park, and the main retail street in the District. The first 400 linear feet will be built in the first phase.

The first apartments and retail space are scheduled to open in March 2022, along with the two public parks and trails. Future phases of the mixed-use development — including a 29-acre regional soccer complex and park as well as a hotel and convention center — will take approximately eight years to complete.

Funded through a Tax Increment Reinvestment Zone, the City of Kyle will invest $13 million to build the park and trail amenities in the first phase of the project, an unusual upfront commitment that is expected to accelerate subsequent phases of development by providing distinct amenities attractive to residents, employers and retailers alike.

The start of The Brick and Mortar District is just the latest major milestone for the 2,200-acre Plum Creek community, which has landed several major employers in the last two years including South Korea-based ENF Technology, Amazon, and Lowe’s.

Built on former ranch land owned by the Negley family for more than a century, Plum Creek was a pioneering New Urbanist development in a small town of just 4,000 residents in the late-1990s when construction began on the mixed-use community offering a variety of housing and commercial space connected by wide sidewalks, narrow streets, trails, and ample open space.

Now at the center of a thriving city of nearly 60,000 residents, Plum Creek today includes more than 2,500 single family homes, 2,100 multifamily homes, an assisted living facility, a golf course, a 100-acre Austin Community College campus, and more than 150 acres of parks and open space.

“The Negley family was very forward thinking in their planning, and their patience and commitment have paid off as more and more people and employers now demand exactly what Plum Creek delivers,” said Megan Shannon, a project principal at Momark, which manages development at Plum Creek on behalf of the Negley family. “The start of this long-planned town center represents a big step forward toward realizing the family’s ultimate goal of creating a unique and truly complete community that delivers long-term value and benefits to Kyle and the region.”
