Hays County Commissioners To Discuss Road Projects, A Vehicle Transfer And Changes To 11 Existing Election Precincts

The Hays County Commissioners Court is slated to consider several items regarding road projects, one vehicle transfer request and an item regarding potential changes to several existing election precincts.

Commissioners will discuss and consider possible action to adopt changes to 11 existing election precincts in Hays County.

According to the agenda, pursuant to Texas Election Code 42.031, changes need to be made to the following election precincts’ boundaries due to exceeding or encroaching the maximum number of registered voters. The maximum number of voters per precinct is 5,000; the 11 precincts are listed below with current registered voter numbers.

• 221 – 4,656
• 224 – 6,802
• 228 – 8,574
• 336 – 4,508
• 337 – 4,978
• 443 – 5,433
• 444 – 6,091

The potential changes will include the designation of several new precincts. The county is proposing dividing the original 11 “parent precincts” into 30 “new precincts.” The proposed new precinct boundaries can be viewed on pages 147 thru 178 in the agenda.

Among the road items, commissioners will discuss and consider possible action to approve a resolution supporting the construction of FM 110 from State Highway 123 to I-35 at Yarrington Road.

The FM 110 project is comprised of three segments: FM 110 from SH 123 at FM 621, FM 110 from FM 621 to SH 80 and FM 110 from SH 80 to I-35 at Yarrington Road.

According to the agenda, in July 2014, the Texas Department of Transportation and Hays County entered into an Advanced Funding Agreement, which laid out the roles and responsibilities of each entity in the development and construction of FM 110.

The first portion of the project, FM 110 from SH 123 to FM 621, is on TxDOT’s construction letting schedule for July 2019. New requirements in the TxDOT’s construction letting process “necessitate that the entities in which a project is located formally take action to support the construction of the project.”

Commissioners will also consider authorizing the County Judge to execute Additional Services No. 11 from HOK for work related to the Hays County Public Safety Bond Project.

According to the agenda, in May 2018, a redesign of the UPS System per Capital Area Council Of Government’s requests was begun. However, after design changes were completed and upon review of additional costs, CAPCOG has approved the original design, which has resulted in additional revision of the engineering drawings to revise them back to the original.

The approval of the original design, however, is expected to save the county approximately $300,000.

Sheriff Gary Cutler has requested a transfer of a 2009 Honda ST 1300 Motorcycle from the Hays County Sheriff’s Office to the Constable Pct. 2’s office.

The request is an asset transfer from the Sheriff’s office inventory, according to the agenda.

In other news, Commissioners will hold a remembrance of Mountain City Mayor and Hays Consolidated Independent School District Safety Director, Phillip Taylor, and recognize his service to Hays County.

Hays Community Commissioners Court will convene at 9 AM at the Hays County Historic Courthouse in Downtown San Marcos.
