Local Organization Accepting Apps For Seven Flooded Home Rehabs

SBP accepting applications for flooded home rehabilitation with City of San Marcos Community Development Block Grant Funding

SBP (formerly known as St. Bernard Project), a non-profit organization specializing in national disaster recovery, is accepting applications Jan. 10 –  Feb., 10, 2017, to rehabilitate seven homes impacted by the 2015 Memorial Day and/or All Saints Day floods.

The program is funded through the City of San Marcos’ regular Community Development Block Grant (CDBG) program, a separate program from the federal HUD Disaster Recovery grant.

Applications are received and reviewed on a first-come, first-served basis, and are compared to determine priority of the cases. Applications selected will be based on compliance with program regulations, the greatest need, and the income of the family.

Considerations for determining “greatest need” include: household income (priority is given to households with the lowest annual income); households that include one or more persons with a disability; and, households occupied by persons 62 and over or with children younger than 18 years.

Considerations for “project feasibility” include: estimated cost of repairs, property value, timeliness of supplemental document submission, and estimated sustainability of the home upon completion of rehabilitation activities.

Program Qualifications

  • House must have been impacted/damaged by the 2015 Floods
  • Applicant must own home (in the City of San Marcos) and possess a clear title – ownership must not be contested. This home must have been the applicant’s primary residence during the 2015 Floods and currently serve as the owner’s primary residence.
  • Must be up to date on property taxes or on county-issued payment plan
  • Cannot exceed 80% AMFI for Household Size
  • Unable to afford repairs by oneself or with a market-rate contractor
  • Can afford to sustain home ownership and flood insurance post-rehabilitation
  • Applicants must be FEMA compliant (not required to have FEMA assistance, but if you’ve received FEMA assistance, you have followed all necessary procedures).
  • Be a willing and cooperative partner during the rehabilitation

Income Limits

Income limits are established by HUD on an annual basis for the purpose of establishing CDBG grant eligibility, and are based on household size.

Income is calculated for every adult 18 and older residing in the household. HUD considers 80% of Annual Median Family Income (AMFI) and below to be low income.

San Marcos CDBG Income Limits are established based upon the Annual Median Family Income for the Austin/Round Rock Metropolitan Statistical Area (MSA).

The current Median Family Income for the Austin-Round Rock MSA is $76,800, effective March 25, 2015:
