New Planning And Development Services Director

Shannon S. Mattingly has been selected as the Director of Planning and Development Services for the City of San Marcos.

She begins her new duties at the department Jan. 15. Planning and Development Services includes Planning, Building Inspections and Permits, Community Development Block Grant Program and the Main Street Program.

The department’s staff provides support for the Planning and Zoning Commission, the Historic Preservation Commission, the Zoning Board of Adjustments and the Neighborhood Commission.

“Shannon has a proven track record of leadership and success in planning in the Central Texas area,” said City Manager Jared Miller. “We welcome her experience and knowledge of the challenges and opportunities unique to our region, and especially to the City of San Marcos.”

Mattingly formerly served as the Director of Planning and Community Development for the City of New Braunfels, a position she held since June 2008. While there, she oversaw the management of the city’s growth, land use, housing and transportation and permits and inspections. In addition, Mattingly oversaw the Environmental Services Division, which includes Code Enforcement, Health and Animal Control.

“I look forward to joining the excellent team at the City of San Marcos,” Mattingly said. “I believe that my experience in fast growing communities will be an asset to the City.”

Mattingly began her career in public service as a research associate for the Texas Transportation Institute in 1993 where she conducted surveys and research, developed, and documented projects regarding multiple areas in transportation planning and traffic safety.

She has also served as an affiliate services coordinator with the Texas Municipal League, a transportation planner with Alliance Texas Engineering Company, and a marketing coordinator for Earth Tech, Inc.

Mattingly rejoined the public sector in 1999 and rose quickly in the ranks of city and county government. That year, she joined Travis County as a planner and executive liaison. In 2000, she moved to the City of Leander to take over as Director of Planning/Assistant City Manager. By 2001, she had become the City Manager of Leander.

After leaving the City of Leander to form her own consulting agency, Mattingly continued to provide planning services for various municipalities for five more years. 

From 2004-2008, she also served as Director of Planning and Regional Services for the Central Texas Council of Governments. While there, Mattingly supervised programs such as criminal justice, bio-terrorism response, homeland security, solid waste, water quality, 911, GIS, hazard mitigation, land use and comprehensive planning. Mattingly also oversaw the COG’s efforts with the Clearwater Underground Water District, the Development District of Central Texas and the Killeen-Temple Urban Transportation Study Metropolitan Planning Organization.

Mattingly earned a master of science degree in urban planning and a bachelor of science degree in political science from Texas A&M University.

She has been a member of the American Planning Association since 1992 and in 2001 received her certification with the American Institute of Certified Planners. Mattingly has also been a member of the Texas City Management Association since 2001 and has served on various committees.
