San Antonio City Council members approved an $882 million plan to add four new toll lanes on State Highway Loop 1604 from Bandera Road to Interstate 35 to help ease congestion.
The plan calls for building two managed lanes each way in the current median of Loop 1604.
The managed lanes would be toll-free for buses and government approved carpool, but motorists using their vehicles in the managed lanes without government designation of some type would not be exempt from the tolls, according to a financial analysis.
