The San Marcos City Council approved a recommendation by City Manager Bert Lumbreras to appoint Joe Pantalion and Stephanie Reyes as assistant city managers during Tuesday’s regular meeting.
Joe Pantalion
Following an application and interview process, Pantalion was selected to fill the position to be vacated January 3 by Assistant City Manager Steve Parker who will become the Seguin City Manager on January 6, 2020. Joe will begin his new position in San Marcos on January 20, 2020.
“Joe’s history of successfully managing a diverse group of municipal operations, including stormwater management, affordable housing, facilities and transportation, planning and development will provide San Marcos with continued success in these areas,” said City Manager Bert Lumbreras. “His ability to develop strategic partnerships and obtain external funding for key city projects are integral components for our future vision for our great City.”
Pantalion most recently served as the Assistant City Manager for the City of Richardson.
Prior to that, he worked for the City of Austin for more than 21 years where he served in various capacities including Director and Deputy Director of the Watershed Protection and Development Department.
He also served as Interim Assistant City Manager and holds a Bachelor of Science in Civil Engineering from the University of Texas at Austin.
Stephanie Reyes
Council also approved the permanent appointment of Stephanie Reyes to the assistant city manager position vacated by the retirement of Collette Jamison this past summer. Reyes had served as Interim Assistant City Manager since August 2019. Her appointment is effective immediately.
“Stephanie is an outstanding leader with strong management skills and has been a very effective part of my executive team,” said Lumbreras. “She has more than proven herself, not only during the last four months in her interim capacity but throughout her entire work career and service to our community.”
Reyes has spent the last 18 years in various capacities within the City organization and most recently served as Chief of Staff. Prior to that, she served as Assistant Director of Human Resources and as Assistant to the City Manager.
She will continue to oversee Administrative Services including the City Manager’s office, Finance, Human Resources, Information Technology, Communications/Intergovernmental Relations, along with Parks & Recreation and Destination Services.
Reyes holds a Masters of Public Administration from Texas State University and is a graduate of San Marcos High School.
Chase Stapp
Lumbreras also announced his decision to formalize his appointment of Chase Stapp as Director of Public Safety effective immediately. Stapp had previously served as Chief of Police since 2014 and has worked for the City for more than 27 years.
He will continue to oversee Police, Fire, Emergency Management, Municipal Court and Neighborhood Enhancement which includes the San Marcos Regional Animal Shelter.
“Chase brings a wealth of knowledge and success in public safety and law enforcement to this newly created position within our City,” said Lumbreras. “He is a thoughtful and creative leader who has garnered great respect both within the community and the overall organization.”
