On Tuesday, Feb. 25, the San Marcos Planning and Zoning Commission approved a zoning request for the proposed San Marcos Sportsplex property.
A public hearing was held regarding the request by Ed Theriot to change the zoning of 62.48 acres from Future Development and General Commercial to Planning Area District.
In November 2019, the City Council approved economic incentives and a land purchase agreement for a portion of the property for the use of a sportsplex facility.
According to the agenda, the planning area district is intended for larger greenfield tracts in low to medium intensity areas or employment areas where residential uses are incorporated into a corporate campus or similar employment type use.
According to staff, the district will contain multiple zoning designations, which will be approved through an administrative regulating plan process and will not return before planning and zoning; the process will allocate character district zones, an employment center zone and light industrial zone.
The property is generally located at the intersection of Commercial Loop and Gregsons’ Bend.
Theriot said there are other uses planned for the property that are complementary to the sportsplex portion.
“I don’t believe the planning area district has been utilized before,” Theriot said. “But we believe it is a good tool that the city has developed for these types of situations. Some of the development on the site, especially the part under contract with the city, however, the layout and use mix on the remainder can benefit from the flexibility that the planning area allows.”
Commissioners expressed concerns about the added but noted the connectivity and improvements made to nearby roads like Centerpoint would likely help minimize the impact as a whole.
“I’m really glad to see the planning area district,” Commissioner Travis Kelsey said. “This is a great place to try it out.”
Commissioners approved the zoning change request unanimously with Commissioner Mike Dillion absent.

It's makes you feel good knowing our city has plenty money!
They have to be thinking of a tax roll back for us on our homes
so we will be able to take advantage of the sports complex!
As we are seeing now with SM reaching all the way to Martindale. Our growth is inevitable. The property that we now see as on the out skirts will be near the center in not so many years. That said the properties that lie closer to center should be looked at closely for the thought of changing zoning and uses. # 1 in giving incentives it reduces the taxing income the city needs to keep up with growth.#2 subsidizing private business should only be done when permanent jobs are guaranteed.
This particular item should have been looked at closer as there is already a venue in Geronimo that is locally owned that if the city wanted to just spend money they could have given assistance($) to an existing business. This would leave the property near the center for a better development that may have created actual jobs that may in return live here.
