Texas AG Office: February criminal round-up

The Office of the Attorney General conducts criminal investigations and apprehensions including cases involving cyber-crimes such as child pornography, online solicitation of minors, identity theft, election fraud, locating and apprehending convicted sex offenders who have failed to comply with mandated sex offender registration requirements, and conducting digital forensics investigations.

The Office of the Attorney General also operates the Medicaid Fraud Control Unit which investigates criminal fraud by Medicaid providers, abuse and neglect of patients in health care facilities operated by the Medicaid program, and helps local and federal authorities with prosecutions.

A key component of the Office of the Attorney General’s mission is to secure justice for Texans by investigating and prosecuting criminal activities, including crimes of human trafficking, internet crimes against children, election fraud, and assisting local law enforcement in prosecutions and appeals.

ELECTION INTEGRITY UNIT 

• Gregg County
Shannon Brown and his wife, Marlena Jackson, pled guilty to one count each of Election Fraud on January 20 and were sentenced to one year of probation. This case involved allegations of unlawful assistance and election fraud in the March 2018 Gregg County Primary Election. Brown, Jackson, and two other suspects allegedly engaged in activity to harvest votes for Brown’s campaign. The Texas Attorney General’s Office conducted the investigation, and the case was then referred to the Gregg County District Attorney, who conducted the prosecution. 

HUMAN TRAFFICKING UNIT 

• Bexar County
A suspect was arrested on January 25 for a probation violation and the suspect’s cell phone was seized as evidence in connection with a child pornography investigation. The Office of the Attorney General’s (OAG) Fugitive and Human Trafficking Units made the arrest. The OAG will be the lead agency for this investigation.  

• Travis County
A victim recovery operation was conducted on January 18 in Austin resulting in five adult female trafficking victims being identified and offered support services.

FUGITIVE APPREHENSION UNIT

*In Multiple Regions, during the month of January, the OAG Fugitive Apprehension Unit (FAU) conducted a roundup focusing on parole violators on parole for sex offenses, or those previously arrested for sex offenses, those wanted for failure to register as a sex offender, and suspects wanted by local agencies for various sex offenses. Of the 112 total arrests made by FAU in the month of January, 42 met the roundup criteria.

• Bastrop County
Joel Gonzalez was arrested on January 18 on outstanding warrants for two Counts of Sex Offense – Child Fondling and Felony Indecency with a Child. The United States Marshals Lone Star Fugitive Task Force assisted in this apprehension.

• Bell County
Antonio Trevino was arrested on February 2 for violating the conditions of his parole by incurring monitor violations. Trevino was previously convicted of assault, injury to a child, serious bodily injury with a deadly weapon and was sentenced to life in prison.

• Bexar County
Christian Anthony Macias-Espino, aka “Christian Medellin,” a Tango Orejon Gang member, was arrested on January 20 for violating the conditions of his parole by technical violations. Macias-Espino was previously convicted of Unlawful Possession of Firearm by Felon – Felony 3rd Degree, and was sentenced to two years in prison.

• Bexar County
Michael Rene Rodriguez was indicted on December 21 by a Bexar County Grand Jury on five counts of possession of child pornography. Rodriguez was subsequently arrested on all five counts. The Digital Forensics Unit assisted in this investigation.

• Bexar County
Norberto Lazaro Delagarza, a Tango Laredo (Larete) Gang member, was arrested on February 1 for violating the conditions of his parole by absconding and on an outstanding federal warrant for probation violation for dangerous drugs. Delagarza was previously convicted of manufacturing delivery of a controlled substance, a 1st degree felony, and was sentenced to 18 months in prison, plus 10 years of probation. In 2016, his probation was revoked, and he was sentenced to 10 years in prison. The United States Marshals Service and the Lone Star Fugitive Task Force assisted in this arrest.

• Bexar County
Quincey Alexander Daniels was arrested on February 2 for violating the conditions of his parole by being indicted for the charge of a felon in possession of a firearm. Daniels was previously convicted of burglary of a habitation, a 2nd degree felony and was sentenced to 10 years of probation. In 2018, his probation was revoked, and he was sentenced to 8 years in prison. He was also previously convicted of assault on a family member by choking/strangulation and was sentenced to 5 years in prison.

• Bexar County
Benjamin Scott Polasek was arrested on February 2 for violating the conditions of his parole by using alcohol and marijuana, being released from sex offender treatment, and having contact with children in San Antonio. Polasek was previously convicted of aggravated sexual assault of a child, a 1st-degree felony, and was sentenced to 72 months on probation. He was later placed on parole and sentenced to 6 years in prison.

• Bexar County
Marcos Flores, Jr. was arrested on January 19 for violating the conditions of his parole by incurring curfew violations. Flores, Jr. was previously convicted of Injury to Child with Intent Bodily Injury – Felony 3rd Degree and was sentenced to 5 years on probation. In 2021, his probation was revoked, and he was sentenced to 3 years in prison.

• Bexar County
Henry Ramirez Martinez III, a Mexican Mafia Gang member, was arrested on January 18 on an outstanding warrant for Assault Family Violence 2nd Offense – Felony 3rd degree and for violating the conditions of his parole by accruing other charges. Martinez III was previously convicted of Manufacture or Delivery of Controlled Substance Penalty Group 1, 4 to 200 gm – Felony 1st Degree, and was sentenced to 10 years in prison. The United States Marshals Lone Star Fugitive Task Force assisted in this arrest.

• Dallas County
Noe Lenin Martinez was arrested on January 20 on an outstanding warrant for Indecency with a Child.
