HAYS COUNTY — Four local fugitives on the Hays County Most Wanted list have been apprehended recently. So far in 2022, eight of the most wanted fugitives on the Hays County Crime Stoppers Wanted List have been arrested.
18-year-old Ralph Fabian Rodriguez has been charged in the 428th District Court with Evading Arrest with a Motor Vehicle and Causing Death, two counts of Intoxication Manslaughter (causing death while driving while intoxicated) and two counts of murder.
Rodriguez was on the Hays County Most Wanted Fugitives list in January of 2022, and was arrested by Hays County Sheriff’s Office Deputies on February 1 after they received an anonymous tip the suspect was in New Braunfels.
“The murder counts allege that the defendant was committing a felony (evading detention in a motor vehicle) and committed an act clearly dangerous to human life that caused the death of another person. This provision under the murder statute, Penal Code 19.02, is commonly referred to as “felony murder” to distinguish it from regular murder (in which a person intentionally or knowingly causes a death),” said Wes Mau, Criminal District Attorney of Hays County.
On May 16, 2022, the Hays County Sheriff’s Office arrested one of the most wanted local fugitives Karen Noralma Nava. Nava was wanted on multiple charges of possession of a controlled substance, intent to deliver a controlled substance and tampering with physical evidence.
When apprehended, Nava was also charged with four new charges of Possession of a Controlled Substance.
On April 23, 2022, the San Marcos Police Department arrested Gabriel Ybarra on an outstanding Parole Violation Warrant for Aggravated Kidnapping and charged with evading arrest, possession of methamphetamine and providing false information, among other charges.
On May 18, 2022, deputy sheriffs from the Hays County Sheriff’s Office apprehended wanted fugitive Phillip Joseph Arnold on a parole violation warrant.
A correction was made to this article to correct the number of local fugitives arrested recently from three to four.
