U.S. Army To Seek Bids To Repair And Maintain Border Infrastructure In Texas

United States Army officials issued pre-bid notices for multiple award task order contracts (MATOCS) to build, maintain and repair fences, walls, roads, lighting, gates and drainage along the borders between Mexico and states of Texas, Arizona and California.

The funding for Texas MATOCS has a $5 billion cap and includes the Rio Grande Valley, Laredo, Del Rio, Big Bend and El Paso. Army officials plan to award 10 contracts, split equally between small businesses and unrestricted bidders.

The contracts range from $2,000 to $350 million. The contracts for the California and Arizona MATOCS include much of the same items, funding and set-aside guidelines as Texas MATOCS.

The first phase of the official solicitation begins on May 23 and proposals are due by Aug. 15. Army officials plan to use a two-phase process to evaluate the bids with the first phase including the experience, technical approach, small business participation and past performances of bidders.

The second phase looks at the technical proposal from selected companies as well as the bid price, construction approach and summary schedule. Previously issued solicitations for border wall projects had come from the Department of Homeland Security and the U.S. Customs and Border Protection.
