Weekly Presidential Executive Orders, Proclamations, Memorandums & Top 10 Most Read Bills From Congress

On his first day in office, Biden signed 17 executive orders to counter or undo several measures implemented by the Trump Administration regarding immigration, travel, federal agencies, COVID-19, and more.

Currently, Biden has signed more executive orders than any president in history. “I’m not making law, I’m undoing bad policy from the past administration,” he said.

Below readers will find last week’s most-read bills by the public and an up-to-date list of President Biden’s Executive Orders, Proclamations, and Memorandums.

Some of the signed orders have been entered into the Federal Register, and others have not been as of yet.

The Library of Congress releases the most read bills on a weekly basis, which can be past or present. The public has full access not only to view but to print or save.

Congress.gov is the official website for U.S. federal legislative information. The site provides access to accurate, timely, and complete legislative information for Members of Congress, legislative agencies, and the public.

The Federal Register is the official accounting of the federal government of the United States that contains government agency rules, proposed rules, and public notices. It is published every weekday, except on federal holidays.

The Federal Register is compiled by the Office of the Federal Register (within the National Archives and Records Administration) and is printed by the Government Publishing Office.

Each daily issue of the printed Federal Register is organized into four categories:

  • Presidential Documents (executive orders and proclamations)
  • Rules and Regulations (including policy statements and interpretations of rules by federal agencies)
  • Proposed Rules (including petitions to agencies from the public)
  • Notices (such as scheduled hearings and meetings open to the public and grant applications)

• DEFINITIONS •

There are two main types of legislation that originate from each house of Congress: bills and resolutions.

Bills, if passed by the House and Senate and signed by the President, become binding law and part of the United States Code.

  • Resolutions are not laws; rather, they are expressions of the “sentiments” of either the House or Senate.
  • H.R. stands for the U.S. House of Representatives, and any legislation with this prefix indicates that the bill originated from the House. If passed by the House, the bill moves on to the Senate for consideration.
  • H.Res. stands for a resolution of the House of Representatives. House resolutions are not binding law, but rather express the collective sentiment of the House on a particular issue, person, or event. House committees may also be formed through the passage of a House resolution.
  • S. stands for the Senate, and any legislation with this prefix indicates that the bill has originated from the United States Senate. If passed by the Senate, the bill then moves on to the House for consideration.
  • S.Res. stands for a resolution of the United States Senate. Senate resolutions are not binding law; rather, they express the collective sentiment of the Senate on a particular issue, person, or event. Senate committees may also be formed through the passage of a Senate resolution.
  • H.Con.Res. and S.Con.Res. stand for concurrent resolutions, which are taken up simultaneously by both the House and Senate. These resolutions do not become law but must be passed by both chambers of Congress.
  • H.J.Res. and S.J.Res. stand for joint resolutions which are taken up simultaneously by both the House and Senate. These resolutions also require the approval of both chambers, but upon passage, they are submitted to the President for approval.
  • [117th]: The number beside the bill or resolution means which class of congress originated the legislation. The 117th class was sworn in on January 3, 2021.
