Texas Comptroller Glenn Hegar has appointed George Bayoud and D. Dale Fowler to the Economic Incentive Oversight Development Board, which will review the effectiveness of state incentive programs and funds administered by the offices of the governor, the comptroller and the agriculture commissioner. The board, created by passage of House Bill 26 in 2015, will review each incentive program and make recommendations to the Legislature.
Bayoud is a former Texas Secretary of State. In 1991, he founded Bayoud & Company Inc., a private investment company involved in real estate, corporate ventures and infrastructure projects. Since 2001 he has been an advisor to the Dallas Cowboys where he assists in non-football related activities, including development of the club’s new stadium in Arlington as well as efforts to bring large events like the NCAA’s Final Four and the Super Bowl to the Dallas-Fort Worth area.
Fowler is president of the Victoria Economic Development Corporation and works closely with local, state and federal officials to promote business in Victoria and the region. He is also a certified economic developer with the International Economic Development Council and serves on the executive committee of the Texas Economic Development Council.

The board will consist of seven additional advisory board members. Gov. Greg Abbott appointed Adriana Cruz, Trevor Pearlman and Massey Villarreal. House Speaker Joe Straus and Lt. Gov. Dan Patrick will also each appoint two members.
