There’s an old saying, “all politics start at the local level.” Important decisions on rules, laws, ordinances, codes, annual budget, and a large portion of our taxes are decided at the local level during meetings that most residents don’t give a second thought about.

The issues that affect your city, county, schools, and every day of your life are discussed and decided on during these meetings, including your tax rates. It is up to all of us to keep our local officials honest and shape the future of our county, school districts, and cities.

These weekly meetings, where important decisions are made for Hays County, school districts, and the surrounding local municipalities of Buda, Dripping Springs, Kyle, San Marcos, and Wimberley are listed below.

TEXAS OPEN MEETING AND PUBLIC INFORMATION ACTS

Members of all Council-appointed boards/commissions are required by state law to receive training in Texas open government laws.

The Office of the Attorney General offers training courses and course completion certificates in the Open Meetings Act and Public Information Act and can be accessed at the Attorney General’s website.

*Note: Not all local government agencies are required to give prior notice of certain types of meetings, or agendas, agenda packets, meeting minutes, or audio, video, or live streaming services on all sessions.

  • Please send citizen comments to the HPC if you are concerned about the CIP and the Dunbar old African American School House aka Home Economics Building. We are on to the city about them wanting to turn it into a bathroom. FOR SHAME.

    My first Open Records in 34 years to be sent to AG regarding the Dunbar school house. Our team has caught a line in the document that says, "In this case, release of the email would disclose communications from an attorney in the City Attorney's Office to city officials and staff to offer legal advice." If it is legal advice on a city matter, then it should be public record. That is what the city attorney does, right? Council frequently asks for advice from the attorney during meetings so I am wondering why this advice needs to be protected? How do you have attorney-client privilege on a public building? Aren't the citizens of San Marcos the "client" on this one? What is the City Council privy to the citizens are not? What is the city hiding? Why did Laurie Moyer not make "the binder" public for the CIP PZ Public Hearing? There may be an Ethics Violation. Finally, there is no email correspondence how this even became a CIP item. Zilch.

    (a) By January 31st of each year, council shall hold a visioning session. By February 27th of each year the city council shall hold a budget policy workshop.
    (b) By March 31st of each year, after a public hearing, the city council shall formulate a policy statement to be used by the city manager as direction during the preparation of the proposed budget.
    (c) The city manager, not less than 30 days prior to the time the city council makes its tax levy for the current fiscal year, shall file with the city clerk a proposed budget, which budget shall provide a complete financial plan for the fiscal year, and shall contain a budget message explaining the budget, containing an outline of the proposed financial policies of the city for the ensuing fiscal year, setting forth the reasons for salient changes from the previous fiscal year in expenditure and revenue items, and explaining any major changes in financial policy. Copies of the proposed budget shall be made available at the San Marcos Public Library, at City Hall, and on the city's website."
