SAN MARCOS – As the city of San Marcos grows, road, drainage, and wastewater construction and improvements increase across the city. San Marcos City Council has also taken the initiative to make the area more walkable and bike-friendly for residents.
Below is a list of construction projects updated weekly throughout San Marcos that may affect your drive around the city. Residents can also find updates on when the projects will be complete and the overall construction progress.

617 — BLANCO GARDENS DRAINAGE IMPROVEMENTS
BLANCO GARDENS

PROJECT OVERVIEW | The Blanco Gardens Drainage Improvement Project will provide new underground and open channel stormwater improvements to alleviate the flooding experienced in the Blanco Gardens neighborhood in the historic 2015 flood events.
The first phase of the project includes moving neighborhood overhead electric and telecom lines to underground conduits for higher reliability and resistance to outages during storm events. This work will take place in the alleyways parallel to Barbara and Conway.
The underground lines will replace the overhead service lines presently connecting to property owners; City Contractors will need to access your property to complete this work. City staff sent letters and automated voice messages to property owners to those affected by the proposed construction within the easements in the alleyways.
This letter highlights the status of removal and replacement of items in the alleys and includes a request for Temporary Right of Entry (TROE) to your property, which is a common document used in construction projects and will allow surveyors to access your property to mark the PUE and any items that would obstruct construction within your fence line.

- Addition of new storm sewer systems along Conway Street, Barbara Drive, and River Road.
- Install new inlets along River Road that connect to an existing channel parallel to the Red Point Apartments to relieve the existing storm system and tie into existing water quality treatment methods.
- Install concrete channels within the alleyways parallel to Barbara and Conway to connect to stormwater pipes on River Road
- Replace adjacent outdated Water and Wastewater Infrastructure.
- Regrade and crown a portion of River Road.
- Repave areas of major underground utility upgrades.
- New diversion channel along River Road at Animal Shelter Road.
The project has achieved Authorization to Use Grant Funds (AUGF) for CDBG-DR and MIT funds, and the Environmental Review Record has been approved.

743 — DOG BEACH MAINTENANCE
DOG BEACH MAINTENANCE

PROJECT OVERVIEW | Beginning on Monday, May 9, the stonework at the water’s edge along the Dog Beach area will undergo maintenance. The Dog Beach area, including a portion of the river adjacent to Dog Beach, will be closed to the public for the duration of the maintenance work, which is expected to be completed in early July.
The river area adjacent to City Park will remain open. Maintenance will include repairing the undercutting of existing stonework and deepening the foundation at the water’s edge.
A protective layer of rock armoring will also be added at the riverbed level adjacent to the foundation.
This maintenance strategy will provide a more robust system of protection against river currents and future floods and is the same strategy used for the maintenance repairs at Rio Vista Falls.

PROJECT OVERVIEW | Reconstruction of Hopkins Street from Bishop to Moore Street. Includes traffic calming design with reduced roadway section and three raised intersections.
Water and wastewater lines will be replaced. Drainage is a key component of the project where no infrastructure exists. Storm inlets will be installed throughout the project, tying into the Travis Drainage Outfall Project.

PROJECT OVERVIEW | Texas Department of Transportation (TxDOT) I-35 from north of River Ridge Parkway to south of Loop 82 consists of new northbound I-35 ramps between River Ridge Parkway and Loop 82 (Aquarena Springs Drive).
A northbound exit ramp to River Ridge Parkway would be constructed, and an existing northbound entrance ramp south of River Ridge Parkway would be relocated to provide adequate weaving distance. The northbound frontage road between River Ridge Parkway and Loop 82 will also be reconstructed as part of this project.
An Advanced Funding Agreement (AFA) between the Texas Department of Transportation (TxDOT) and the City of San Marcos (City) was executed to include waterline and electric bore betterments along IH 35 from north of River Ridge Parkway to Loop 82.
Water and electric facilities will be owned, operated, and maintained by the City from and after completion and final acceptance by TxDOT and the City. The estimated total construction cost for the relocated and adjusted waterline and electric facilities is $555,400.00.
