San Marcos Schedules Next CDBG-DR Housing Workshop

The housing program is open to residents of owner-occupied and rental properties who meet the eligibility requirement.

The City of San Marcos will hold the second in a series of workshops to share information with residents and assist in the application process for the City’s disaster recovery housing program.

The workshop is set for Wednesday, June 7 at the San Marcos Recreation Hall, 170 Charles Austin Dr., from 5-9 p.m.

The housing program assists qualified residents with repairing and rebuilding homes damaged in the May and October 2015 floods.

Applicants will have until June 28 to apply to receive assistance.

The program is funded with a portion of the $25.08 million grant awarded to City of San Marcos from the U.S. Department of Housing and Urban Development’s CDBG-DR program to assist qualified residents with rehabilitation or reconstruction of single family homes, or rental properties damaged in the 2015 floods.

$7.5 million is set aside for housing, the City will use the remaining funds on flood mitigation infrastructure projects, planning and administration of the grant.

The housing program is open to residents of owner-occupied and rental properties who meet the eligibility requirement defined below:

Eligibility Requirements for Owner-Occupied Housing

  • Annual household income must be less than 80% of Area Median Income
  • Must currently own the home and owned the home during the flood
  • Must be current on all debts (property taxes*, child support, mortgage)
  • The applicant(s) must be U.S. citizens or have legal alien status
  • Must have received flood damage as verified by a damage assessment
  • Compliant with prior event National Flood Insurance Program requirements and all Duplication of Benefit requirements

Prioritization Criteria for Owner-Occupied Housing

  • Income/Family size – 80% of Area Median Income (see chart)
  • Handicapped/Disabled Residents
  • Elderly Residents – 62 years of age or older
  • Households with Children – children are under 18 years of age
  • Condition of Damaged Dwelling – most damaged

Eligibility Requirements for Rental Property Housing

  • Property located in 100-yr flood plain
  • Single family 1 to 4 units
  • Ownership – Must currently own the home and owned it during the flood
  • First come-first-served basis Must be current on all debts (property taxes*)
  • Must have received substantial damage or been destroyed as verified by a damage assessment
  • Compliant with prior event National Flood Insurance Program requirements and all Duplication of Benefit requirements
  • Uniform Relocation Act requirements will apply to rental property applicants that have tenants at the time of application.
  • The rental property owner must certify that the rental property unit(s) will be rented to low to moderate income households for a period of five to twenty years depending on the amount of funds expended on the project.
