Examiner Releases Ruling, Full Report On Former Kyle Police Officer’s Suspension And Appeal
Espinoza was fired in May 2015 for insubordination and behavior unbecoming of a police officer. He had been with the Kyle Police Department since February 22, 2006.
Kyle, TX – Following hours of testimony and document review, the city of Kyle received the ruling from the hearing examiner in the matter of An Appeal of Indefinite Suspension filed by former Kyle Police Sergeant Jesse Espinoza against the City of Kyle.
Dr. Paula Ann Hughes released her ruling today, March 2.
In it, she stated, “The city has proved by a preponderance of the evidence that Espinosa violated numerous rules, orders, codes, and policies, of the City of Kyle. There is no mitigating circumstance that causes this to be an exception to proper police procedures and behavior. Having Espinoza reinstated to the department would impact the morale and efficiency of the department in a negative manner. The indefinite suspension is upheld.”

The plaintiff has 10 days to file an appeal. With this in mind, city officials will have no further comment until after the appeal time requirement has expired.
