San Marcos City Manager Announces Reorganization For Community Services Operations

City Manager Bert Lumbreras announced the new Directors and Assistant Director for the Parks and Recreation and General Services Departments as a result of a recent reorganization of the City’s Community Services Operations on Monday.

“Following the retirements of several key staff in the Community Services Department, I took the opportunity to reorganize our operations to better utilize resources,” said Lumbreras.  “This is an exciting time in San Marcos and we have three innovative team builders ready to lead our dedicated staff who manage and maintain our parks, recreational programs, transit operations and city facilities.” 

As part of an overall reorganization of City departments, Lumbreras dissolved Community Services and reformed their responsibilities and functions into two operational areas to include the Parks and Recreation Department and the newly formed General Services Department. 

Director of Parks and Recreation

Drew Wells, who served as Interim Director of Community Services following the retirement of Rodney Cobb, has been selected as the Director of Parks and Recreation effective Sept. 21, 2019.

Wells oversees the operation, maintenance and promotion of the City’s parks, recreational programs, cemetery, and special events, along with maintaining oversight of numerous Boards and Commissions.

He also coordinates park construction and capital improvement programs and implements the Parks, Recreation and Open Space Master Plan. Wells had served as the Assistant Director of Community Services in San Marcos since 2017. Previously, he worked as the Director of Parks and Recreation for the City of Buda for three years, as the Director of Community Services for the City of Stephenville from 2002 to 2014, and in various management positions with government organizations since 1990.

Director of General Services

Lee Hitchcock, who served as Interim Assistant Director of Community Services following the retirement of Rodney Cobb, has been selected as Director of General Services effective Aug. 30, 2019.

Hitchcock oversees the City’s transit operations, facility management, fleet maintenance, and implements the Parking and Mobility Program. He also maintains contract management oversight of the San Marcos Regional Airport.  Hitchcock spent 22 years in municipal service, including 13 years with the City of Arlington, six of which were as Director of Community Services. He brings comprehensive expertise in neighborhood services, building safety, and construction technology.

Assistant Director of Parks and Recreation

Jamie Lee Case has been selected as the Assistant Director of Parks and Recreation effective Dec. 1, 2019. Case will work cooperatively with Drew Wells and will provide executive-level assistance and policy analysis to daily operations and programs, in addition to directing and managing Parks operations, budgets, and personnel.

Case has served as the San Marcos City Clerk since 2010 and managed City Council functions and policy implementation along with a staff of six with responsibility for birth and death records, records management, passport operations, open records fulfillment, appointments for City Boards and Commissions, and oversight of municipal elections. She is a Registered Municipal Clerk and has been named the Capital Area City Clerk of the Year for the past three years.
