City’s CDBG 2015 Report Available For Review

The Community Development Block Grant (CDBG) program utilizes funds received from the U.S. Department of Housing and Urban Development (HUD) to provide programs and services that benefit the City’s low to moderate income citizens. 

 

The San Marcos City Council will hold a public hearing on Tuesday, Dec. 20, 2016 at 7 p.m. in the Council Chambers at City Hall, 630 E. Hopkins Street, San Marcos to accept citizen comments on the 2015 CAPER.

The City is an entitlement community for the CDBG grant, meaning it receives an annual allocation of CDBG funds — typically around $500,000 per year. Early in each calendar year, the City begins the process of determining how the next year’s funds will be spent. 

 

After Council allocates the funds to various programs and projects, a report called the Annual Action Plan is prepared. The Action Plan is the City’s application to HUD for approval of our anticipated programs and projects. 

 

The Action Plan establishes goals and objectives for each program or project. 

 

The City’s 2015 program year began October 1, 2015 and ended September 30, 2016. After the close of the program year, the City prepares an annual report of its progress in achieving the goals and objectives contained in the Action Plan. 

 

This report, known as the Consolidated Annual Performance Evaluation Report (CAPER), is made available for public review and comment for a 15-day period.

Paper copies can be reviewed at the San Marcos Public Library, the City Hall lobby, or the Planning Department office. 

 

The comment period for the 2015 CAPER will begin Monday, December 5th and ends at 5:00 p.m. on Monday December 19, 2016. 

 

Written comments may be submitted to the City during the comment period by mail or delivery to: City of San Marcos, Attn:  CDBG Program, 630 E. Hopkins, San Marcos TX   78666 or by e-mail to cdbg@sanmarcostx.gov. Comments must include the senders full name and contact information.

2015-19 CDBG Consolidated Plan Adopted

The City of San Marcos Community Development Block Grant (CDBG) 2015-2019 Consolidated Plan, which includes the 2015 Action Plan, has been adopted.

 

The Consolidated  Plan is a planning document that guides the use of CDBG funds over the next five years. 

 

It establishes the priority needs for CDBG funding and provides an analysis of housing needs, the City’s outreach activities, a housing market analysis, a strategic plan, and an Executive Summary.

 

The Consolidated Plan is updated each year through the adoption of an annual action plan. The 2015 Action Plan is incorporated into the Consolidated Plan. 

 

The 2015 Action Plan describes the programs and activities that will be undertaken using the City’s 2015 CDBG entitlement allocation of $517,077.

Introduction to CDBG

The City of San Marcos Community Development Block Grant (CDBG) Program is financed through funds that the City receives from the U. S. Department of Housing and Urban Development on an annual basis.

 

The primary objective of the program is the development of viable urban communities.

 

These viable communities are achieved by providing the following, principally for persons of low and moderate income: (a) decent housing; (b) a suitable living environment; and (c) expanded economic opportunities. CDBG grantees (cities) are responsible for assuring that each eligible activity meets one of three national objectives:

  • Benefit to low and moderate income persons;
  • Aid in the prevention or elimination of slums or blight; and
  • Meet a need having a particular urgency (referred to as urgent need)
