Hays CISD Board calls special meeting to begin termination process for arrested teacher

HAYS COUNTY — The Hays Consolidated Independent School district has released a new statement regarding the arrest of elementary school teacher Andrew Palmore. The Hays CISD Board of Trustees will hold a special meeting at 9:00 a.m., on Tuesday, March 8, 2022, to begin the process of terminating Palmore.
On Tuesday, March 1, Palmore was arrested by the Kyle Police Department (KPD) and charged with two counts of Indecency with a Child, a third-degree felony, and two counts of Improper Relationship between an Educator and Student, a second-degree felony. Palmore was released from the Hays County Jail today after paying a total of $50,000 in surety bonds for all four of the charges against him.
“Because of the seriousness of this matter, the Board will not wait until its regular board meeting later in March to address it. The district remains unwavering in its commitment that the safety of all students is paramount. The very minute the district has actionable information it can use on any matter that concerns the well-being of children; it acts swiftly,” Tim Savoy, Hays CISD Chief Communication Officer said.
According to the district, Palmore has been barred from Hays CISD campuses and has not had access to the school district or students since February 1, 2022, when he was placed on leave because of a Kyle Police Department investigation into allegations that led to his arrest on March 1, 2022. Palmore was also previously placed on leave in Hays CISD in December 2020 when the district was notified that he was being investigated by Child Protective Services and a different law enforcement agency, other than the Kyle Police Department.
“Those investigations did not result in any charges or any information provided to the school
district that would have caused the district to proceed with disciplinary action against Palmore,” said Savoy.
Palmore’s work history includes: Hays CISD substitute during the spring semester of 2012 at Blanco Vista and Science Hall Elementary Schools, as well as Simon Middle School; full time 5th, 4th, and 2nd grade teacher at Blanco Vista Elementary School beginning August 2014; and, according to his resume, work in Austin, Bastrop, and Del Valle ISDs, and several schools in Mexico.
