City Council to receive presentation on second round of American Rescue Plan Funding

On Tuesday, April 19, 2022, the San Marcos City Council will meet for a work session at 3 p.m. and a regular meeting at 6 p.m.

The city council will receive a staff presentation and recommendation regarding the second round of American Rescue Plan (ARP) Funding at the work session. Councilmembers will also seek legal advice from the city attorney regarding enforcing provisions in ground leases and facility leases at the San Marcos Regional Airport.

The last item on the agenda for the work session is to receive a briefing and deliberate on the possible property acquisition downtown for a future fire station.

During the city council’s regular meeting, a staff presentation on the community survey and on utility customer assistance programs will be discussed. 

Council will also discuss approving an advertising agreement with Texas Productions, Inc. to promote the “thriving music scene” in San Marcos in the annual amount of $65,000 and authorizing two additional one-year renewal terms.

Also on the agenda, the council will discuss approving a sole source agreement with Flock Group, Inc. for license plate recognition software to be used by the San Marcos Police Department for an initial term of two years with an option to renew for two additional years in the total estimated amount of $103,500.

The city council will discuss awarding construction contracts to Brydson Services, LLC and DSW Homes for a CDBG Housing Construction Services contract on an as-needed basis for two years and authorizing two additional one-year terms in a not to exceed the amount of $1,330,000.

Councilmembers will also vote to accept the Animal Services Committee Purpose Statement: “The Animal Services Council Committee will educate and engage the community and our regional government partners, seek to analyze and address the various animal welfare concerns in Hays County and their effects on the San Marcos Regional Animal Shelter, and to assist the shelter in the fulfillment of the Pawsitive Outcomes Implementation Plan.”

  1. The American Rescue Plan Funding discussion was held at 3 PM when most people were at work. City Council made votes on the ranking of projects to fund. This process of ranking should be done at the 6PM session. The work sessions were designed for staff presentations and not voting for items. Jane has mutated to suit her personal agendas.
