San Marcos City Manager Bert Lumbreras has announced the appointment of Kristy Stark as Interim Director of Communications and Intergovernmental Relations, effective Sept. 25, 2017.

Kristy Stark

Stark began her career with the City as a contracted Public Information Specialist in 2010 and since June 2011 has served as the Assistant Director of Planning & Development Services.

During her tenure, she streamlined the development process and successfully implemented MyPermitNow, a national award-winning web based permitting system, which reduced the City’s overall permit turnaround time by 70%.

In 2013, she assisted in leading the team in updating and adopting the Comprehensive Master Plan Vision San Marcos. Additionally, Stark has been instrumental in Code SMTX, the currently ongoing process to update the Land Development Code.

Her efforts also include assisting in the negotiation of development and financing agreements that have resulted in approximately 20,000 future residential lots. Moreover, she has participated in the successful construction permitting for various economic development projects including Amazon Fulfillment Center, Best Buy Online Sales Center, and Epic Piping.

“I am confident that Ms. Stark will continue the high level of performance she currently exhibits as Assistant Director of PADS while she serves as Interim Director of Communications and Intergovernmental Relations,” Lumbreras said.  “I’m excited to have her as part of my executive team.”

Stark graduated summa cum laude with a bachelor’s degree in journalism and advertising from the University of Central Oklahoma and has been active in many community organizations such as the Chamber of Commerce and Habitat for Humanity.
