Melissa Neel To Join San Marcos As Assistant Finance Director

She volunteers with veterans and people experiencing homelessness, is an avid Jeep enthusiast, a marathon run coach and has written a children’s book. 

The City of San Marcos has selected Melissa Neel as Assistant Director of Finance, a newly created position that places her in charge of preparing the City’s annual budget, effective March 15.

Neel joins the City from CPS Energy, where she served as a program manager for long-range planning. There, Neel helped leaders build a 25-year plan to maintain the organization’s key financial metrics and meet revenue goals.

“We’re excited to have Melissa join our team and lead our annual budgeting process,” said City Manager Bert Lumbreras. “She will be a strong asset to our organization, bringing a wealth of experience in process improvement and strong forecasting skills.”

She has professional experience in team leadership; financial planning and analysis; finance strategy; treasury and cash flow forecasting and management consulting.

As Assistant Director of Finance for the City of San Marcos, Neel will prepare and monitor the City’s annual budget under the direction of the Finance Director and help develop strategic financial plans for the City.

Other key duties include collecting and analyzing financial data for the City and preparing financial and budgetary reports and presentations for Council and the public.

Neel holds an MBA from Webster University and earned her bachelor of business administration-finance degree from Texas State University.
