Taylor Named Hays CISD’s First Director Of Safety, Security

The Hays Consolidated Independent School District is pleased to announce that Phillip Taylor has been named the district’s director of safety and security.

This is a brand new position for Hays CISD, which expects to see a student enrollment this school year that surpasses 20,000 for the first time.

“Our Board and district leadership decided this summer that we need to have a person whose job is entirely focused on student and campus safety and security,” said Superintendent Dr. Eric Wright. “Given our size and the times in which we live, this position is important, and I couldn’t be more pleased that Phillip Taylor will serve our students and employees in this role.”

Taylor is currently a sergeant with the Hays County Sheriff’s Office and oversees the School Resource Officer (SRO) program for three school districts in Hays County.

He has nearly two decades of law enforcement experience and deep ties to the Hays CISD community.

“Relationships matter, particularly when it comes to safety,” said Dr. Wright. “Sgt. Taylor has many talents and an abundance of experience, but his connection to the community set him apart. He knows our students, our parents, our staff, our law enforcement partners, emergency management leaders in the county, local government leaders, and our schools. He also knows our strengths and weaknesses. He can start work on day one and know who to contact and what to do to make our district a safer place to be.” 

In addition to serving as the supervisor of the Hays County SRO program, Sgt. Taylor has also been a detective, deputy sheriff and corrections officer with the Hays County Sheriff’s Office.

He holds a master peace officer license and is a certified special investigator, mental health peace officer, and instructor.

He has completed more than 3,000 hours of training in various public safety topics to include: firearms, use of force, investigations, negotiations, tactics, management, media and public information, medical and mental health, and management.

Taylor is a 1996 graduate of Hays High School. He also attended Kyle Elementary and what was then called Kyle Intermediate School. He begins his new position with the district September 4, 2018.
